Enoh T. Ebong is president of the Global Development Department at the Center for Strategic and International Studies (CSIS). She leads a multidisciplinary team comprised of resident staff and an extensive network of non-resident affiliates focused on advancing U.S. national security and global stability through policies that promote human well-being and economic opportunity.
Prior to joining CSIS, Ebong served as the presidentially appointed and Senate-confirmed director of the U.S. Trade and Development Agency (USTDA), a federal agency that partners with the U.S. private sector to develop sustainable infrastructure in emerging economies while supporting job creation in the United States. In that role, she led the agency’s global infrastructure development efforts across the energy, transportation, digital, and healthcare sectors, representing the United States in high-level engagements with foreign governments, multilateral institutions, and the private sector. She expanded the agency’s global reach, overseeing its leadership role in major initiatives, including the Pacific Islands Infrastructure Initiative, the Indo-Pacific Economic Framework Project Preparation Facility, the Digital Transformation with Africa Initiative, and the Lobito Rail Corridor project. She began her public service career at USTDA and advanced through several roles, including general counsel, deputy director and chief operating officer, and acting director.
Ebong’s professional experience includes the nonprofit sector, where she led efforts to build strategic partnerships at the Milken Center for Advancing the American Dream. She began her career as an attorney in the Boston office of Mintz Levin representing public and private companies in offerings, financing transactions, mergers and acquisitions, and corporate governance issues.
During her tenure as USTDA’s director, she served as President Biden’s federal government designee on the board of trustees of the Woodrow Wilson International Center for Scholars and chaired the Finance and Investment Committee. She also has served on the boards of the Friends of the National Zoo and the Washington Foreign Law Society.
She holds a JD from the University of Michigan Law School, an MA from the Annenberg School for Communication at the University of Pennsylvania, and an MA, with honors, from The University of Edinburgh, Scotland. She is a member of the Massachusetts Bar.
