Gregory C. Allen is senior adviser with the Wadhwani AI Center at the Center for Strategic and International Studies (CSIS) where he leads a team of scholars researching AI policy, governance, diplomacy, geopolitics, and national security. Mr. Allen plays an important role in shaping the U.S. and allied AI policy agenda, including at major international fora such as the 2023 and 2024 G7 Summits and the AI Safety Summit series. His recent research focuses on AI and semiconductor export controls and U.S.-China AI competition. The Economist has described Mr. Allen’s work in this field as “very much at the center of the formulation of current U.S. policy,” and Semafor called him “the most-watched U.S. analyst on the subject.” Prior to joining CSIS, Allen was the director of strategy and policy at the Department of Defense (DOD) Joint Artificial Intelligence Center, where he oversaw the development and implementation of the DOD’s AI strategy. Before serving in the DOD, he was the head of market analysis and competitive strategy at Blue Origin and a corporate strategy consultant advising executives in the semiconductor, high-performance computing, robotics, and space/satellite industries. Mr. Allen holds a joint MPP/MBA degree from the Harvard Kennedy School of Government and the Harvard Business School.
